Cuba's Small Farmers Increased Output, Sales in 2009

HAVANA – Cuban small farmers and agricultural cooperatives increased
their sales of products such as milk, rice and pork to the government in
2009 after President Raul Castro introduced measures to boost domestic
food production, the official media reported.

The president of the government-supported National Association of Small
Farmers, Orlando Lugo Fonte, was quoted as saying the overall results
achieved were "positive" but that 2009 also showed "how far the sector
still needs to go in terms of organization, efficiency and discipline."

Lugo Fonte, a member of the Council of State, the communist-ruled
island's supreme governing body, said there were "advances with a
minimum amount of resources" in rice, milk, intensive bull raising and
pork that prove Cuba can increase domestic food production – as Castro
as urged, calling it a matter of national security.

Gen. Castro, who took the reins in July 2006 after older brother Fidel
was stricken with a severe illness, has repeatedly complained about
Cuba's poor agricultural productivity, noting that half the island's
arable land is sitting unused.

Raul said last year that the "maximum priority" is increasing domestic
farm production, given rising international prices and Cuba's reliance
on imports for more than 80 percent of the food consumed by the island's
11.2 million residents.

According to Lugo Fonte, 2010 will be an even better year if "the
transformations, in terms of both application and process, eliminate the
bureaucratic decisions that hinder utilization and development of human
and technical potential."

Sales of milk to the government by cooperatives rose 22 percent last
year compared to 2008, while more than 40,000 people who have applied
for permission from the government to use abandoned lands under usufruct
contracts are devoting their efforts to cattle raising.

That increase is the result of a pilot program carried out in more than
half of the country's municipalities to promote efforts to supply fresh
milk to grocery stores as a substitute for powdered milk imports, which
have steadily decreased.

The peasant cooperative sector also accounted for 70 percent of pork
sales to the island's government by domestic producers, while small
farmers have started experimenting with bull raising and are looking at
sugarcane production, also to substitute imports.

"I don't want to create false expectations, but in terms of beef output
we're on a good path," Lugo Fonte said.

"Given the positive results in 2009, it's clear that the will of (small)
producers is exceeding the initial expectations," the official added.

Cuba is suffering one of its worst economic crises since the revolution
that brought Fidel Castro to power in January 1959.

The world economic slump has squeezed Cuba's two main sources of hard
currency: nickel exports and tourism, while Cuban families have
experienced a decline in remittances from relatives in the United States.

The Cuban economy grew just 1.4 percent in 2009, far from an initial
forecast of 6 percent.

LA HABANA (Reuters) - Cuba pierde más del 50 por ciento del agua que
bombea debido al deterioro de sus redes, dijo el sábado un funcionario
del sector, en momentos en que la isla se aprieta el cinturón para hacer
más eficiente su economía ante la crisis global.

Alejandro Vilá Noya, directivo de Aguas de La Habana, dijo al periódico
oficial Granma que el suministro de agua potable podría verse
"fuertemente afectado" debido al despilfarro del líquido.

"Los salideros más escandalosos están en las calles, porque son visibles
y corren por el pavimento (...) más del 50 por ciento del agua que
bombean se pierde por esas causas", dijo Granma citando a Vilá Noya.

"Si no tomamos medidas para subsanar el problema, el suministro se verá
fuertemente afectado, vamos a tener que alargar los ciclos de entrega",
advirtió el funcionario, sin dar más detalles.

Fuentes del sector dijeron a Granma que gran parte de los salideros se
concentra en las viviendas y centros laborales.

El deterioro de las redes se debe, en parte, al tiempo de uso que oscila
entre 50 y 100 años.

El Gobierno ha dicho que tiene un programa de rehabilitación de las
redes de acueducto para un plazo de entre 10 y 15 años. Sólo en Ciudad
de La Habana, el Estado cubano deberá reparar unos 2.500 kilómetros de
redes.

El periódico dijo que muchas personas esperan que el Gobierno enfrente
los arreglos domésticos, un síntoma del paternalismo que ha estado
criticando el presidente cubano, Raúl Castro, desde que reemplazó en el
Gobierno a su enfermo hermano Fidel en el 2008.

"La gente espera que el Estado resuelva el problema y eso es casi
imposible, cuando es un asunto que debe enfrentar cada inquilino", dijo
Granma.

Según cifras oficiales, más del 95 por ciento de la población tiene
acceso al agua potable. El 74 por ciento tiene conexión
intradomiciliaria, el 5 por ciento la recibe a través de pilas públicas,
pozos o pipas.

El agua potable es un tema crítico en la isla, que ha sido fuertemente
castigada por la sequía en los últimos años. Investigaciones del
Instituto Nacional de Recursos Hidráulicos revelaron en el 2006 que en
Cuba llovía 133 milímetros menos que hace 40 años.

Las autoridades cubanas reconocieron que más de la mitad del agua
potable que fluye por las tuberías de la isla caribeña se pierde debido
a fugas y rupturas en las redes de distribución.

"Más del 50% del agua bombeada no llega al destino previsto", señaló
eldiario Granma, la voz oficial del gobernante Partido Comunista de Cuba.

Santiago, la segunda ciudad más grande del país, es la más afectada.

"Algunas personas, a veces, dejan de recibir agua durante varios días.
Allí no solo se deterioraron las redes, sino las conductoras que
tributan a ellas", agregó el diario.

Las autoridades tienen previsto reemplazar las tuberías en la isla, pero
el proyecto podría demorarse de 10 a 15 años.

"El suministro de agua, al igual que muchos otros servicios básicos, es
altamente subsidiado en Cuba, algo que ayuda a compensar el sueldo
promedio de US$20 al mes", señaló el corresponsal de la BBC en La
Habana, Michael Voss.

Sin embargo con la actual crisis económica las autoridades cubanas han
empezado a recortar los subsidios.

"Este último reconocimiento de que no todo va bien con el suministro de
agua pudiera ser el anticipo de in incremento de precios más adelante
este año", agregó Voss.

La magnitud del problema es tal que solamente en La Habana sería
necesario reponer unos 2.500 kilómetros de tuberías.

Gran parte de la red de distribución de agua oscila entre 50 y 100 años,
un hecho que le resta eficacia a cualquier reparación.

El Grupo Empresarial de Acueducto y Alcantarillado (GEAAL),
perteneciente al Instituto Nacional de Recursos Hidráulicos (INRH),
suele efectuar un promedio de 18.000 reparaciones mensuales, según Granma.

Sin embargo esa labor "no resulta una solución sostenible. Al tratar un
salidero en una línea de tubería el problema simplemente se desplaza",
agregó el diario.

Los cooperativistas y campesinos aumentaron en 2009 las ventas al Estado
de productos como leche, arroz y carne de cerdo, tras la aplicación de
medidas para reactivar la producción de alimentos, dijo el presidente de
la oficialista Asociación Nacional de Agricultores Pequeños (ANAP),
Orlando Lugo Fonte, citado por la prensa estatal.

Lugo Fonte calificó de "positivo" el balance de 2009, aunque dijo que el
año mostró también "lo que le falta al sector en organización,
eficiencia y disciplina", reportó EFE.

Hubo "avances con un mínimo de recursos" en arroz, leche, ceba de toros
y carne de cerdo, dijo el funcionario, miembro del Consejo de Estado.

Raúl Castro ha declarado la producción de alimentos para sustituir
importaciones un problema de seguridad nacional y ha llamado a "mirar
más hacia la tierra", en medio de la grave crisis económica que sufre la
Isla.

Cuba importa más del 80% de los alimentos que consumen sus 11,2 millones
de habitantes.

En opinión de Lugo Fonte, 2010 será un año mejor si "las
transformaciones, en aplicación unas y en proceso otras, eliminan las
decisiones burocráticas que obstaculizan el aprovechamiento y desarrollo
del potencial humano y técnico".

De acuerdo con el funcionario, sólo en un producto como la leche, las
ventas al Estado se incrementaron 22% respecto a 2008; mientras, ha
trascendido que se dedican a la ganadería más de 40.000 personas que han
solicitado al gobierno, en usufructo, tierras hasta ahora desaprovechadas.

En más de la mitad de los municipios del país se realiza un experimento
para producir y abastecer diariamente leche fresca a las bodegas y
sustituir la importación de leche en polvo, según EFE.

El sector cooperativo campesino también vendió el año pasado al Estado
el 70% de la carne porcina producida en la Isla, y se ha comenzado a
experimentar en la ceba de toros con pienso como la caña, también para
sustituir importaciones.

"No quiero crear falsas expectativas, pero en materia de producción de
carne de res estamos en presencia de un buen camino", dijo Lugo Fonte, y
resaltó que se ha logrado aumentar el peso de los toros.

"A la luz del positivo balance de este 2009, queda demostrado que la
voluntad de los productores supera las expectativas iniciales", añadió
el funcionario.

Los campesinos cubanos suelen quejarse algunos problemas que aún no
están resueltos; entre ellos, los bajos precios que les paga el Estado
por sus productos y de las dificultades para conseguir materiales e
instrumentos de trabajo, que en muchos casos tienen que comprar al
gobierno en divisas.

HAVANA, Cuba, Jan 8 (acn) Marino Murillo, Cuban Economy and Planning
Minister said this Friday in Havana that Cuba began 2010 with better
organization over the previous year, although the international
situation remains tense.

Speaking to the press after a meeting with representatives of the
National Association of Economists and Accountants of Cuba (ANEC),
Murillo called to work smarter, with organization and creativity, as the
challenges continue to be huge and complex.


Murillo said that only by producing material goods the country can move
forward.
After reiterating that the GDP will increase this year, the Minister
said that growth must be accompanied by sustainable development.

Murillo stressed on the need for Cuba to ensure the expected income to
address problems, as requested by the Cuban President Raúl Castro,
speaking last December before the National Parliament Assembly.

On the policy followed by the Cuban government toward foreign
investment, the Minister stressed that there are well defined legal
regulations and explained that the doors remain open to those who can
provide market, finance and technology.
Murillo underscored the valuable contribution can make economists and
accountants all over the country regarding the search for solutions to
the problems of the nation, such as export promotion and substitution
imports.

These issues occupied the attention of a workshop held today at the
headquarters of that organization, also involving Antonio Carricarte,
First Deputy Minister of Foreign Trade and Foreign Investment, Roberto
Verrier, president of ANEC, academics and representatives of various
entities.

HAVANA, Cuba (AIN) -- Cuba will continue searching for technological,
security and financial solutions to increase telecommunication services
provided to the population.

Granma newspaper featured an article on Thursday about projections made
by Communications and Information Technologies Ministry's officials in
that area.

According to Granma, last December alone, the international connectivity
in the country was increased by 10 percent, in spite of the US economic,
commercial and financial blockade against Cuba and the ongoing world crisis.

The article explains that because Washington's blockade bans Cuban
access to underwater Internet cables, the island is forced to use
satellite connection, which is slower. However a group of strategies is
underway in the country to increase the efficiency of voice and date
transmission.

At present the internet connection speed in the island is 209 megabits
per second for outgoing transmission and of 379 for incoming
transmission. This speed does not meet the development need of the
information technology sector of the country, the article reads.

Ramon Linares Torres, first deputy communications minister, said because
of the technological and financial limitations of the country, Cuba will
continue to give priority to the use of new technologies for social
purposes, including internet connection.

Linares explained that internet services are subsidized for universities
and studies, cultural and scientific centers, among other institutions
that are also prioritized.

He noted that after the fiber optic cable that will link the island with
Venezuela is online, the communications quality will be boosted.

However, he pointed out, this does not necessarily means that the
Internet services will be expanded, as the island will still have to pay
high prices to international networks and make important investments in
the telecommunications infrastructure of the country.

HAVANA TIMES, Jan. 8 - Mobile telephone service in Cuba closed 2009 with
600,000 clients (of the 11.2 million Cubans), said First Deputy Minister
of Communications Ramón Linares Torres.

In April 2008, the Cuban government dropped the ban on Cuban citizens
from contracting cell phone lines.

Nonetheless, obtaining and using a cell phone is only in CUC, the
island's hard currency; not the regular pesos or MN which Cubans earn
for their salaries.

In another statement, Linares said that connection in 2011 with the
underwater optic fiber cable coming from Venezuela "will not necessarily
mean an extension" of information technologies including Internet.

According to the official, "given the technological as well as financial
difficulties, the country will continue prioritizing the social use of
new technologies."

This government's strategy includes a priority on schools, offices,
businesses and public computer clubs over individual home connections.

Lacking any protection, Cubans enter the General Customs of the Republic
where they pay the price of return.

A chalk mark on the suitcase signals who must pass through the
scaffold-of-valuation and the institutional assault-by-taxation on
certain goods. Curiously, the airport employees have a keen nose for
detecting returning nationals because they know they come bearing
various and incredible objects.

Outside, in the waiting room, families dream of embracing their emigrés
and fantasize about the possible gifts. Meanwhile, they weigh the
passenger's luggage and show the heavy toll demanded to settle up.

One might come to think that in a country where so many products and
resources are lacking, flexibility about importing them -- on a personal
scale -- should characterize the customs process: but that's not the
case. Rather, we live at the other extreme, with a strict, ``List of
internal valuation'' that forces repayment for the contents of the bags,
whether it is soap, a tin of sardines or a laptop.

Everything is complicated when the excited visitor thinks to bring the
relatives a household appliance or a digital camera. If he wishes to
bring in these modernities, he must empty his wallet of an amount that
runs from 10 to 80 convertible pesos. It comes to be like a ransom,
given to the ``kidnappers'' of the foreigner so that the equipment can
reach the hands of its recipients.

Like an industry of robbery, Cuban customs expands, daily, the numbers
confiscated, while adding thousands of dollars to the cash box through
the concept of taxes.

Their huge storerooms are filled with hair dryers, Play Stations,
electric ovens and computers brought by travelers. The destination of
these goods is never explained, but we all know they take the Olive
Green Road of so very much else.

The island would appear, if we are guided by the restrictions on entry,
to be at the point of drowning under the pounds of abundance and
prosperity. But we all know that its forty-three thousand square miles
are on the verge of floating away, from the lightness that results from
lack of productivity and scarcity.

El viceministro cubano de Informática y Telecomunicaciones, Ramón
Linares Torres, señaló este jueves que el país priorizará durante los
próximos años el desarrollo de las nuevas tecnologías para garantizar su
desarrollo, pese a la crisis económica y al embargo comercial impuesto
por Estados Unidos.

Fuentes ministeriales aseguraron que en el último mes se produjo un
aumento de un 10 por ciento de la conectividad internacional gracias a
la conexión por satélite, que en la actualidad cuenta con una velocidad
de 209 megabits de salida y 379 megabits de entrada, según informó el
diario oficial 'Juventud Rebelde'.

Sin embargo este aumento no es suficiente para cubrir las
necesidades de crecimiento del sector informático del país, ya que la
conexión por satélite ralentiza las comunicaciones. Por ello, el
Gobierno planea la implantación de medidas que agilicen el tráfico de
voz y de datos y que favorezcan el reordenamiento del sector.

En este sentido, el funcionario indicó que el país seguirá
incrementando los servicios de telecomunicaciones, especialmente de
conexión a Internet, como parte de la estrategia de informatización de
la sociedad cubana.

Dicha estrategia implicaría la financiación estatal en moneda
nacional de la conectividad que se presta a universidades, centros de
estudio, culturales y científicos, así como a determinadas entidades, lo
cual supondría un elevado coste para el país que tendrá que articular
nuevas medidas para recuperar la inversión.

"Estos servicios deben pagarse, no son gratis, y además tenemos
todavía muchas dificultades en la infraestructura de telecomunicaciones
del país, las cuales no solo implican altas inversiones, sino también la
adquisición de tecnologías y garantizar la seguridad de estas
prestaciones, tanto para evitar molestias innecesarias a los usuarios,
como para evitar las agresiones enemigas a través de ellas", señaló el
viceministro.

El funcionario subrayó que, pese a los logros conseguidos, estos son
aún insuficientes debido a la repercusión del bloqueo económico de
Estados Unidos a Cuba sobre el sector de las nuevas tecnologías, que
encarece y dificulta la adquisición de nuevos equipamientos y de
software, así como de financiación.

DESARROLLO POR SEGMENTOS

En referencia a otros segmentos del mercado, Linares Torres señaló
que la telefonía sigue mejorando aunque persisten ciertos problemas con
la cantidad de líneas en servicio y con los teléfonos públicos, donde se
prevé reforzar la red de tarjetas Propia y se estudia renovar la
plataforma actual.

Asimismo, el político cubano explicó que desde que se abrieron los
servicios de telefonía móvil ha aumentado el número de usuarios de este
servicio, alcanzando los 600.000 clientes. En cuanto a la telefonía
fija, el viceministro señaló que el crecimiento ha sido mucho menor
debido a la elevada inversión requerida para su desarrollo.

Linares Torres se refirió también a los avances registrados en las
exportaciones de productos y servicios informáticos que en 2010 se prevé
que aumenten por encima del 23 por ciento, gracias a los nuevos acuerdos
suscritos con Venezuela en la Décima Comisión Mixta celebrada entre
ambos países.

Actualmente se desarrollan múltiples proyectos de colaboración y
comercio con los países del ALBA y con otras naciones como Vietnam,
Rusia, Brasil y Angola que se complementan con la sustitución de
importaciones y el crecimiento de las exportaciones.

HAVANA, Jan 5 (Reuters) - Cuba's unrefined nickel plus cobalt production
weighed in at 70,100 tonnes last year, down slightly from the 70,400
tonnes reported in 2008, state-run media said on Tuesday.

Holguin province's television Cristal reported the production as part of
a program on the area's economic performance last year.

The country's three processing plants are located in Holguin.

"The industry did not meet its plan for the year, as the only plant that
was able to reach its goal was the Pedro Sotto Alba," the report said,
without providing further details.

The provincial state-run newspaper, Ahora, reported this week that
output at the Pedro Soto Alba plant, a joint venture with Canadian
mining company Sherritt International's (S.TO), was more than 2000
tonnes above 2008, a record.

Last year Sherritt International reported 2008 output at the plant was
34,673 tonnes of unrefined nickel plus cobalt.

There was no further information on output at the two other plants in
the area which are fully owned and operated by state monopoly Cubaniquel.

Earlier this year Holguin media said the year's plan was around 70,000
tonnes and that due to hurricane damage the state-run Ernesto Che
Guevara plant, with a capacity of 32,000 tonnes, would produce around
26,000 tonnes.

Scattered reports this year indicated the state-run Rene Ramos Latourt
plant, the oldest with a capacity of 10,000 tonnes to 15,000 tonnes, was
operating below capacity at various times.

Hurricane Ike, a Category 3 storm, hit Cuba in September 2008 at
Holguin's northern coast, where the nickel industry's three processing
plants are located, damaging the two Cubaniquel plants, infrastructure,
housing and buildings and swamping the area with torrential rains and a
storm surge.

Output had averaged between 74,000 tonnes and 75,000 tonnes of unrefined
nickel plus cobalt for much of the decade before the storm hit.

Nickel is essential in the production of stainless steel and other
corrosion-resistant alloys. Cobalt is critical in production of super
alloys used for such products as aircraft engines.

Cuban nickel is considered to be Class II, with an average 90 percent
nickel content.

Cuba's National Minerals Resource Center reported that eastern Holguin
province accounted for more than 30 percent of the world's known nickel
reserves, with lesser reserves in other parts of the country. (Reporting

registradas en 2008, dijeron el martes medios estatales, informó Reuters.

La televisión local de Holguín, donde se encuentran las tres plantas de
níquel de la Isla, reportó los resultados del sector, como parte de un
programa que informó sobre el desempeño económico de la provincia
durante 2009.

La industria "no cumplió el plan que estaba propuesto para el año
(2009), pues la única empresa que sí pudo lograrlo fue la Pedro Soto
Alba", indicó el reporte, sin agregar más detalles.

El periódico local Ahora reportó esta semana que la producción de la
planta Pedro Soto Alba, un emprendimiento conjunto con la empresa minera
canadiense Sherritt International, fue récord, superando en 2.000
toneladas lo producido en 2008.

El pasado año, Sherritt International reportó una producción en la
planta de 34.673 toneladas de níquel sin refinar y cobalto.

No hubo más información sobre la producción de las otras dos plantas de
la zona, Ernesto Che Guevara y René Ramos Latour, operadas por el
monopolio estatal Cubaníquel.

Emisoras municipales de Holguín dijeron esta semana que la Ernesto Che
Guevara, con una capacidad de unas 32.000 toneladas, no había cumplido
su plan de producción, que es de 26.000 toneladas.

Las radios municipales de Moa no mencionaron la producción del país, ni
tampoco precisaron cuánto produjo la René Ramos Latourt, de Nicaro, que

El níquel es un componente esencial para la producción de acero
inoxidable y otras aleaciones resistentes a la corrosión. El cobalto es
crítico para fabricar aleaciones especiales para, por ejemplo, construir
motores de aviones.

El níquel cubano es considerado de Clase II, con un 90 por ciento de
contenido.

La Oficina Nacional de Recursos Minerales de Cuba reportó que la
provincia de Holguín tiene más del 30 por ciento de la reserva mundial
conocida de níquel. Existen yacimientos menores en otras partes de la Isla.

Solution to Cuba claims issue proposed

A group of foreign investors is seeking a U.S. government license to buy
claims against Cuba for American-owned properties seized in the 1960s,
and then swap them with Havana in a debt-for-equity exchange.

The settlement would resolve one of the oldest U.S.-Cuba disputes and
perhaps open the way for other improvements in bilateral relations,
according to the investors' company, Clarinbridge.

Clarinbridge requested the license in a July 17 filing with the Treasury
Department's Office of Foreign Assets Control, which enforces U.S.
sanctions against Havana.

OFAC has not yet replied, said Tim Ashby, a Miami lawyer who represents
Clarinbridge and other firms considering business opportunities in Cuba.

Clarinbridge investors also have presented the idea to Cuban officials
in Havana, Ashby told El Nuevo Herald. ``I understand the Cubans took it
seriously and took a wait-and-see attitude.''

Clarinbridge's request to OFAC, provided by Ashby, says the company
hopes to acquire ``600-700 of the U.S. claims . . . [that represent] 85
percent of the aggregate certified monetary value of all U.S. claims.''

The claims would then be transferred to a fund that would negotiate with
Havana to settle the claims in exchange for equity in Cuban properties,
bonds or other ways, Ashby said. U.S. law allows Cuba to make payments
to settle the claims.

``That's a good idea. If OFAC permits it, we would consider doing the
same thing,'' said Thomas Herzfeld, head of a Miami investment fund, the
Herzfeld Caribbean Basin Fund, created in anticipation of the day that
political changes would open Cuba to U.S. investments.

``It's a creative idea, but can you trust the Cuban government not to
confiscate these investments again?'' asked Jaime Suchlicki, director of
the University of Miami's Institute for Cuban and Cuban American Studies.

``You're dealing with an arbitrary government, in a country where
there's no legal system to protect investments.''

Clarinbridge is a wholly owned subsidiary of Siboney Limited, based in
the Isle of Man, a low-tax British dependency. Ashby identified some of
the main investors as Charles Guthrie, former chief of the British
defense staff; Canadian Peter Munk; Felipe and José Vicini of the
Dominican Republic; Israeli billionaire Beny Steinmetz, and Roberto
Servitje of Mexico's Grupo Altex.

The U.S. government officially recognizes some 5,900 claims for
American-owned properties seized by the Castro government in the 1960s.
They were initially valued at about $1.82 billion, but, with interest,
the claims now would be worth about $6 billion.

Cuba also alleges that U.S. sanctions caused the island $236 billion in
damages over the past half-century.

Cuba, which has settled the 1960s claims from all other countries,
recognizes it owes compensation for the U.S. properties and at times has
offered bonds to settle those cases, Ashby added.

None of the U.S. claims appear to have been settled, though a few have
changed hands.

In the late 1990s, ITT leased its claim for seized Cuban telephone
assets to Telecom Italia so the Italian firm could invest in Cuba and
avoid possible complications under the Helms-Burton law. ITT received
$25 million over 10 years, according to reports.

And in early 2008, Clarinbridge paid more than $1 million to the St.
Louis-based Siboney Corp. for its claim to oil exploration rights seized
by Cuba and valued at $2.4 million, Ashby said. Siboney Corp. is not
related to Clarinbridge's parent company.

But on July 31 2008, OFAC issued a regulation requiring licenses for all
such deals. Regulations are not law and can be changed by administrative
decision.

Ashby said Cuban officials have expressed interest in settling the U.S.
claims privately, without government-to-government negotiations, because
that would clear the way for other investments.

Some foreign firms have expressed concerns about possible disputes over
property rights in Cuba.

Clarinbridge's request to OFAC said its proposal could help clear the
way for improved U.S.-Cuba ties because U.S. laws require the American
claims be settled before full relations can be resumed.

The Clarinbridge proposal, it argued, would significantly reduce the
number of remaining U.S. claims that would need to be negotiated between
the two governments ``as a prerequisite for a new beginning with Cuba.''

It would also ``significantly support the emergence of a private
sector'' in Cuba, ``providing jobs to ordinary Cubans and facilitating
[the] de facto privatization of the economy,'' the document said.

HAVANA, Cuba (Reuters) -- Cuban citrus production increased 9.1 percent
in 2009, the government reported over the weekend, the first increase in
a decade that saw storms, plague and disease decimate the once robust
agricultural sector.

Citrus output was 427,500 tonnes, compared with 391,800 tonnes in 2008,
the National Statistics office reported on its Web page

Citrus production was 469,000 tonnes in 2007 and 792,700 in 2003.

Local officials blame aging groves, hurricanes and disease for the
decline and have said they are working to replant and reduce and spread
out orchards.

Cuba had reported a continued decline in output through July when the
orange-picking season ended, indicating the improved performance was due
mainly to grapefruit, which is harvested from August through December.

Cuba does not report juice production for export.

In the 1980s, Cuba was the world's biggest citrus fruit exporter,
producing more than a million tonnes of mainly oranges and grapefruit on
120,000 hectares, most destined for the former Soviet Union.

The crop declined, then recovered, reaching 800,000 tonnes in 2001,
before beginning to decline once more.

Today, 80 percent of the crop is processed into juice by five plants
across the country, 5 percent exported fresh and sold to the tourism
industry, and the rest used for domestic consumption, the Agriculture
Ministry reported.

The picking season runs from late August through June, with grapefruit
harvested into December and oranges after that.

Israeli-based investors, operating through the Panama-based BM Group,
are heavily involved in the sector.

La producción de cítricos en Cuba se incrementó en un 9,1 por ciento en

La producción de arroz se elevó en un 44,6%, los granos secos en 9,6% y
la de leche en 10,8% en 2009, en los primeros resultados de un plan de
cinco años del gobierno de la Isla para reducir sus importaciones de
alimentos, informó Reuters.

La producción de arroz para el consumo fue de 300.000 toneladas, la de
granos 106.500 toneladas y la de leche 587 millones de litros, en
comparación a los 207.500 toneladas de arroz, 97.200 toneladas de granos
y 530 millones de litros de leche de 2008, según reportó la Oficina
Nacional de Estadísticas en internet.

El gobierno cubano, falto de efectivo, inició un programa para reducir
los costos de sus importaciones incrementando la producción de alimentos
de la lista y para 2013 espera recortar a la mitad sus compras de arroz,
granos y leche en polvo, la base de la dieta en Cuba.

El general Raúl Castro, quien tomó el poder de manos de su hermano
Fidel en febrero de 2008, aumentó el pago estatal por los cultivos,
descentralizó algunas políticas agrarias y distribuyó y arrendó un 50%
de tierras vacantes a unos 100.000 individuos, además de a granjas
estatales cooperativas y privadas.

Cuba importó 567.000 toneladas de arroz en 2008, la mayoría de la
estatal vietnamita Northern Food Corp bajo términos preferenciales.

La Isla importó desde varios países 246.000 toneladas de granos secos y
52.113 toneladas de leche en polvo en 2008, de acuerdo con datos oficiales.

El gobierno gastó 2.200 millones de dólares en 2008 en la compra de
alimentos, incluyendo 700 millones de dólares en arroz y granos
combinados y 250 millones de dólares en leche en polvo. El país importa
alrededor del 70% de sus alimentos.

Buena parte de las tierras están en manos del Estado, pero las
cooperativas y granjeros privados tienen un 20% de los terrenos y
producen más de un 60% de los alimentos en el país.

El Estado controla todas las compras y la distribución minorista de

Venezuelan President Hugo Chávez asked a Venezuelan banker, now accused
of fraud, to help revive the Cuban economy, say former employees of the
banker.

A multimillionaire Venezuelan businessman, currently jailed in Caracas
on bank fraud charges, had been sent to Cuba by President Hugo Chávez to
help the country recover from its economic slump and also to spur
economic growth on the island after Fidel Castro dies, according to
former employees.

In an initial show of his new responsibility, looking for a personal
benefit from future business in Cuba, Ricardo Fernández Barruecos gave
the Cuban government a gift of 28 BMW automobiles, his former security
consultant Luis Castro said in a sworn statement.

Castro told El Nuevo Herald that Fernández, envisioning brilliant
prospects for his business in Cuba, also earned the support of Raúl
Castro to open up the island's economy after the death of his brother Fidel.

Another former employee of Fernández's organization told El Nuevo Herald
that Fernández made several visits to Cuba by private jet and met with
then-Foreign Minister Felipe Pérez Roque.

But the close relationship between Fernández and Chávez soon ended.

Venezuelan regulatory agencies in November seized Fernández's banks,
companies and properties, accusing him of massive fraud related to his
recent acquisition of four banks.

The scuttled Cuba mission is just one of many aspects of Fernández's
life that have recently emerged in the wake of the fraud charges.

BUSINESS EMPIRE

Fernández, 44, was one of the richest and perhaps least-known men in
Latin America. Archives at newspapers and television stations in
Venezuela don't contain a single photo of him.

His agro-industrial conglomerate Proarepa was the leading supplier to
Venezuela's government food programs. Yet he was obsessed with privacy.
The only public sign of his presence were his initials on the bow of his
fishing boats in the Pacific.

Chávez rewarded Fernández because he used his company's trucks to
transport food during the opposition-led strike of 2002 in Venezuela,
according to his attorney and an internal audit of Proarepa.

The international accounting firm KPMG calculated his fortune in 2005 at
$1.6 billion.

Fernández, who has an economics degree from Venezuela's Universidad
Católica Andrés Bello, owned one of the largest fishing fleets in Latin
America, with 12 vessels as well as fuel tanker ships. He had also
partnered with Gruma, a subsidiary of the Mexican food conglomerate
Grupo Industrial Maseca.

According to a 2008 report commissioned for Proarepa and prepared by
international consulting firm FTI Consulting, Fernández employed some
5,000 people that year and his conglomerate had about $400 million in
assets.

Chávez maintained constant and direct communication with Fernández, a
senior Venezuelan business executive told El Nuevo Herald on condition
of anonymity because he fears government reprisals.

In 2006, Chávez cited Fernández as a model ``socialist businessman.''

But for some leaders of the opposition in Venezuela, Chávez's admiration
went beyond his gratitude for Fernández's support of his socialist program.

They claim that Adan Chávez, the president's brother, received a cut of
the businessman's success.

``[Fernández] is a frontman for Adan Chávez,'' said dissident Ismael
García, of the pro-democracy group PODEMOS, on Nov. 24 during a session
of the Venezuela National Assembly.

``Over seven years, Fernández went from being the landlord of a
gymnasium and the parking garage for the Hilton hotel in Caracas'' to
the owner of a flotilla of tuna fishing and cargo ships, as well as of
the largest livestock ranch in Venezuela, among other assets, added Garcia.

Adan Chávez has repeatedly denied allegations of close business dealings
with Fernández.

The FTI Consulting audit maintains that there are no links between Adan
Chávez and Proarepa and that Fernández has been a successful businessman
since he was 25.

``Fernández is a prestigious and successful Spanish-Venezuelan
businessman in the agroindustrial, tuna and shipping sector,'' concluded
FTI in its report, which was commissioned by Fernández through the Miami
law firm of Tew Cardenas.

Luis Castro, who had been hired by Fernández's Panamanian flagship
Fextun, left the firm in April over strong disagreements between the
owners' brothers and some members of the board of directors.

According to Castro, the directors suspected that he offered to sell
information about Fernández's conglomerate to a CIA official in Panama.

``It's all untrue,'' Castro said. ``I would have to be an idiot to put
at risk a job that paid $10,000 a month, another $10,000 for my wife,
plus an armored car and free housing.''

Following an attack on his wife in Panama in October 2008, Castro filed
a complaint with the Panamanian public prosecutor's office and asked
that Fernández, as well as his brothers and some board members, be
investigated. His wife was shot eight times and lost her left eye.

In his statement to the Panamanian prosecutor's office, Castro revealed
details of the inner workings of the conglomerate, including Fernández's
connections in Cuba.

Fernández's swift rise was always overshadowed by his fear that U.S.
federal officials were following his tracks.

A confidential report prepared by a U.S. investigative firm -- which
shared it with El Nuevo Herald on condition that the company not be
named -- stated that Fernández had been questioned upon his arrival at
U.S. airports in 2003.

An indication that the federal government was investigating him came in
December 2004, when his associate Sarkis Arslanian was deported to
Venezuela from Atlanta shortly after landing on a flight from Caracas.
Arslanian's visa had been canceled.

Fernández also experienced an embarrassing incident. In May 2007, U.S.
Drug Enforcement Agency agents seized his corporate jet at Fort
Lauderdale Executive Airport.

Fernández was not on board. In a seizure affidavit filed in federal
court in Miami, the DEA alleged that the plane had been illegally
registered with an ``N'' license, which signifies U.S. ownership,
although none of the company owners (American Food Grain) were
Americans, as required by law.

Such a tactic is frequently used by money-launderers and
drug-traffickers so their aircraft are subject to fewer inspections at
international airports, the affidavit stated.

After a year of negotiations between the prosecutor's office and Tew
Cardenas, the Miami law firm representing Fernández, an agreement was
reached that included a $1 million fine and a pledge to sell the plane.

The agreement contains no references linking the plane to
drug-trafficking. It only describes the administrative violation related
to the use of the U.S. license.

CUBAN CONNECTION

Castro, Fernández's former security consultant, said that he learned of
the connections with Cuba in 2007 from a Fextun employee.

The worker asked Fernández about the details of the automobile shipment
to Cuba and, visibly uncomfortable, Fernández explained that they were
presents for Cuban officials designed to curry favor with the island
government, according to Castro.

``When Fidel dies and Raúl has total power, Fernández was hoping to take
advantage by buying some bankrupt companies in Cuba into which he would
inject money to relaunch them,'' Castro said.

Alberto González, spokesman for the Cuban diplomatic mission in
Washington, declined to comment.

``The only thing we know is what has been published in El Nuevo
Herald,'' González said. ``The Cuban government has not issued a
statement on this matter.''

Havana, Jan 1 (EFE).- Cuba produced some four million tons of oil
equivalent in 2009, roughly the same amount as the previous year, and is
now setting its sights on exploring new deposits with the aim of
replacing output from fields that have slid into decline, the official
media reported.

The 4 million tons of oil equivalent extracted last year include around
3 million tons of crude and an amount of natural gas equivalent to one
million tons, the head of exploration for Cuban state oil company Cuba
Petroleo, Rafael Tenreyro, said in a report aired Thursday by state
television.

The expert said that production last year remained almost unchanged
relative to 2008, when 4 million tons of oil equivalent was produced.

Tenreyro added that some oil fields are reaching maturity and entering
into a period of decline and that therefore finding replacement reserves
is paramount.

The Cupet official said efforts to explore for and evaluate new deposits
will encompass the Exclusive Economic Zone in the Gulf of Mexico and
areas along the island's northern coast, particularly the so-called
"heavy crude belt" between the western provinces of Havana and Matanzas.

Several foreign oil companies - including Spain's Repsol-YPF,
Venezuela's PDVSA and Vietnam's PetroVietnam - operate in Cuba's EEZ, a
112,000-square-kilometer (43,243-square-mile) area that is divided into
59 blocks

Cupet said in late 2008 that about 20 billion barrels of oil could lie
in its EEZ, while the U.S. Geological Survey has estimated a more modest
total of around 4.6 billion barrels of recoverable crude. EFE

Cuba faced worst economic crisis in '09

Deepening economic troubles, rising crime and corruption, and a
burgeoning blogger movement vexed Cuba in 2009.

Raúl Castro was right, when he predicted on Jan. 1 that 2009 would be a
tough year for Cuba.

Havana faced its worst economic crisis in 20 years, myriad scarcities,
freezing foreigners' deposits in its banks -- with promised reforms
stalled and its political cohesion put in doubt by one of the
revolution's worst-ever leadership purges.

Crime and corruption increased, according to official reports. Bloggers
as well as black Cubans fired increasingly daring darts at the
government, but Castro gave no ground on human rights.

Brother Fidel Castro, meanwhile, often appeared to veto deep reforms
intended to help Cuba survive, and ended the year apparently far
healthier than he was at the beginning.

At the root of Cuba's crisis is its centralized, unproductive
communist-styled economy, $10 billion in damages caused by three
hurricanes in 2008 and a global recession that shriveled virtually all
the sources of Cuba's income.

The price of main export nickel plunged by half, income from tourism
sank by 10 percent and foreign credits dropped by a reported $1 billion
-- a devastating blow to an island long accustomed to financing its
operations by taking out loans to pay old debts.

Throughout the year, the government railed against admitted economic
mismanagement and exhorted Cubans to tighten their belts and work
harder. And while Castro initially promised ``structural'' reforms to
improve the economy, his actual steps were more tentative. ``Raúl has
done more to diagnose the problems than to solve them,'' said Phil
Peters, a Cuba expert with the Lexington Institute think tank in
suburban Washington.

FREEZE ON DEPOSITS

With his coffers empty, Castro set out to cut government spending and
imports, step up production and reduce labor inefficiencies. In the most
telling sign of Cuba's crisis, he also reportedly froze at least $600
million in foreign businesses' deposits in Cuban banks.

``It's one thing to fail to pay a loan, but to seize money in Cuban
banks, that tops it all and shows the chaos in the country,'' said
dissident Havana economist Oscar Espinosa Chepe.

On an island that spends some $1.4 billion buying 60 to 80 percent of
its food abroad, Castro slashed imports by 37.4 percent -- U.S. imports
alone dropped by about 27 percent. An order to cut electricity
consumption by 12 percent led to the closing of thousands of factories
and workplaces.

To increase productivity, the government raised the retirement age by
five years, allowed workers to hold more than one job and raised some
salaries, including those of the island's 545,000 teachers.

It also slashed the massive subsidies that augment Cubans' meager
salaries -- $17 to $20 a month -- by removing several items from ration
cards and cutting back the quantities for others. Hundreds of free
cafeterias at state enterprises were closed, as were some state boarding
schools in rural areas.

As the year passed, the government's forecasts of economic growth kept
shrinking, starting at 6 percent, hitting 1.7 percent by late summer and
1.4 percent by year's end, though several independent analysts projected
minus growth.

BLAME THE EMBARGO

Cuba continued to blame the U.S. embargo for many of its travails,
issuing a report in the fall that estimated the sanctions' total damages
since 1962 at $236 billion.

But Castro was brutally honest when it came to Cuba's most critical
domestic problem -- a moribund agricultural sector. Half the arable land
is fallow, and the state sector controls 75 percent of the land yet
accounts for only 40 percent of production.

``The land is here! The Cubans are here! Let's see if we can work, if we
can produce!'' he declared in one speech.

In his government's most ambitious effort to revive agriculture, by
August it had reportedly loaned 1.7 million acres of fallow land to
82,000 private farmers. It also shifted Acopio, the inefficient
Agriculture Ministry agency that gathers and distributes harvests, to
the Commerce Ministry.

Castro also closed some farmers' markets, where supply and demand set
prices, hoping to force more products to state-run markets that have
lower government-set prices but fewer products.

Havana residents reported seeing more vegetables by year's end. But
major problems clearly remained.

Some new farmers were inexperienced city dwellers, and the bureaucracy
retained control of supplies like seeds, fertilizers and gasoline, as
well as the vehicles that take the harvests to market.

``This is a Gordian Knot that can't be undone little by little. Cuba
needs major changes, and Raúl is only picking at the problems,'' said
Jorge Sanguinetty, a Miami economist who follows Cuba closely.

THE POSITIVE

It wasn't all bad news.

On the international front, Cuba enjoyed its best standing since the
late 1970s, with solid allies around Latin America and much improved
relations with Spain, Russia, Iran, Algeria, Angola, China and even
Australia. Castro made a string of trips abroad and heads of state
streamed to Havana to sign trade and other deals.

Venezuelan President Hugo Chávez kept up his massive subsidies to Havana
-- their size unknown, but estimated in the billions -- and the
Organization of American States voted to welcome back Cuba as a member,
an invitation the Castros declined.

President Barack Obama made friendly gestures, such as lifting most
restrictions on Cuban-American travel and remittances to the island. The
U.S. opened immigration and postal service talks. By year's end,
however, bilateral relations remained strained.

Castro also appeared to face political problems at home, canceling a
Communist Party summit he had set to approve a new model of socialism
for Cuba.

Castro replaced his entire economic cabinet, a dozen top party
officials, 30 ambassadors and the heads of the Central Bank and
Communist Youth Union. Most importantly, he fired Carlos Lage and Felipe
Perez Roque, once presumed heirs to the reins of power.

Fidel Castro also remained a power to contend with at age 83, by most
accounts blocking some of his brother's proposals for major changes
while receiving a steady flow of visits by foreign heads of state. He
also wrote more than 100 columns, called ``Reflections,'' over the year.

``This was a man who was thought to be literally on his last legs, and
in many ways he emerged during the year in a stronger position,'' said
Daniel Erickson, author of The Cuba Wars: Fidel Castro, the United
States, and the Next Revolution.

Many Cubans accepted the pain with resignation.

``What can we do? We have suffered for many years, and now there's some
more suffering. We have no option but to bear it and survive somehow,''
said a Havana journalist who asked to remain anonymous out of fear of
government reprisals.

But others voiced complaints in increasingly novel ways, with critical
bloggers winning international attention and black dissidents
complaining of racism -- a move that drew a first-ever show of support
from a group of 60 well-known African-American activists.

``The young generations see the frustrations on the island continuing to
increase, and it's not just the economy but the politics, the lack of
hope and future that they see for themselves,'' said Andy Gomez,
assistant provost at the University of Miami and senior fellow at UM's
Institute for Cuban and Cuban-American Studies.

PROTESTERS

Near year's end, the government sent supporters to the streets to bully
the protesting wives and mothers of jailed dissidents as well as blogger
Reynaldo Escobar. His wife Yoani Sánchez, who writes the popular
Generación Y blog, reported that security agents had beaten her and
another cyber-writer.

The number of Cubans leaving illegally reportedly dropped to the lowest
level since 2002, perhaps because the U.S. economic crisis meant fewer
jobs or less money to pay for smugglers, maybe because people were
waiting for Raúl Castro to make changes.

Nevertheless, a steady stream of boxers, baseball and even basketball
players continued to defect, and the Spanish embassy in Havana
reportedly received 20,000 applications for citizenship in the first
month of a law allowing those with Spanish grandparents to become Spaniards.

By the end of the year, as the rest of Latin America appeared to be
emerging from the global crisis, there was widespread talk in Cuba of
more belt-tightening coming in 2010.

One idea: The state would scrap the ration card, now good for 10 days of
food a month, and issue food coupons to only the most needy. All 24,700
free workplace cafeterias will close.

Another: Cuba's detested two-currency system would go. Employee-run
cooperatives would take over government-run retail stores like clothing,
butcher and car repair shops -- all nationalized in the 1960s.

But none of that would be sufficient to straighten out an economy
burdened by 50 years of Soviet-style socialism, Espinosa Chepe said by
telephone from Havana.

``This has been a year of total frustration,'' the dissident economist
said. ``What should have been done this year was not done. There are no
credits, and no reforms. So the problems have been accumulating, and
will continue to accumulate.''

Cuba's Minister of the Economy and Planning seemed to agree. Granma
reported in July that Marino Murillo had predicted that 2010 ``will be
equally difficult.''

Cuba seeks 'sustainable socialism'

In 2010, Cuba marks the 51st anniversary of the revolution that
transformed the Caribbean nation from a sleazy centre of casinos run by
US gangsters, to the only outpost of socialism in the Americas - defying
US superpower only 90 miles from the shores of Florida.

That Cuba's defiant brand of socialism has survived so many upheavals in
the world and a crippling US trade embargo has surprised most observers.

During the last 50 years the small island nation has impressed with its
achievements in education and in creating a comprehensive and free
public health system staffed by excellent doctors.

But its citizens are growing increasingly impatient with hard times,
suffocating bureaucracy and the badly-run state economy.

Public debate

In 2006, ill health forced Fidel Castro to hand power over to his
younger brother, Raul.

The new Cuban president has been encouraging a wide-ranging public
debate on how to fix and reform the ailing economy, without abandoning
some of the socialist ideals and principles that inspired the revolution.

He has also exhorted citizens to engage in a national dialogue on the
future of the country's socialism under the control of the ruling
Communist party.

International media usually reports that Raul Castro, suitably impressed
by his visit to China and Vietnam where major economic reforms were
introduced long ago, favours a similar acceptance of a market-based economy.

However Mariela Castro, the president's daughter, does not believe
Cubans want to adopt a foreign model.

"Cuban people are asking for a much more sustainable socialism, not a
return to capitalism," she explains. "They want a permanent system of
consultation, better mechanisms of participation to work for a
democratic socialism."

Hard times

Many observers predicted that the revolution was doomed when the Soviet
bloc collapsed; by 1991 Cuba had lost 80 per cent of its trading
partners and 100 per cent of all economic aid.

At the same time Washington tightened the screws on its economic embargo
hoping to precipitate the regime's collapse.

But, against the odds the revolution survived.

However, the country is now reeling from devastating hurricanes, the US
trade embargo - which has been renewed under the Obama administration -
and the global economic crisis, with a reported $2bn hard currency trade
deficit incurred since 2007.

After a period of recovery during the last decade, hard times and
belt-tightening beckon again.

Raul Castro is calling for an overhaul of the system to cut back on
imports, and public spending while calling on Cubans to improve
efficiency, grow more food and increase productivity.

He has already scrapped free canteen lunches for all state employees as
a cost-saving measure.

Soviet legacy

Mariela, who heads the country's national sex education commission and
is a prominent gay and lesbian rights activist, is well-known as an
independent voice within Havana's ruling elite.

"The Soviet legacy is a problem," she says, referring to the alliance
Cuba forged with the former Soviet Union during the height of the Cold War.

Inside the Communist leadership, she says "some segments think in very
rigid and dogmatic ways".

"Yes they have blocked reforms, [but] they coexist with sectors
searching for new ideas and methods."

Rafael Hernandez, the editor of Temas, a critical quarterly journal,
says: "The control by the central bureaucracy, this is stupid and it
can't run things efficiently."

But like many Cuban intellectuals, Hernandez rejects the simple
dichotomy of Western analysts that the only alternative to the state-run
command economy is to turn towards capitalism and switch to a market
economy.

He argues that there is a place for the market but that "we need
socialism with markets not market socialism - more democracy in
workplaces, more market mechanisms with social control, otherwise the
market will swallow the system".

The world food crisis which has pushed up prices for the import of food
has drastically hit Cuba, which imports 70 per cent of its food and fuel.

It is a strange contradiction that the island that has become one of the
top 10 countries in biotechnology - exporting vaccines and cutting edge
cancer treatments around the world - is strangely unable to feed its
11.5 million population from its own agricultural production.

But despite attempts to liberalise agriculture, provide more land to
cooperatives and private farmers, overall agricultural yields are still
low and even these modest reforms are stymied by bottlenecks in supply
and distribution.

The new leadership is under increasing pressure to deliver higher living
standards at a time when revenues have dropped in several sectors,
including tourism and exports of nickel.

Driving Cuba's economy

Future prospects pinned to Cuba's medical resources are, however, very
positive, with biotechnology and vaccine production pharmaceutical
exports and medical services contributing an estimated 40 per cent or
more to hard currency earnings.

Cuba has international medical teams working in 70 countries, receiving
just food and basic accommodation from their host countries

However, in the case of oil-rich Venezuela and a few others, there are
reciprocal benefits.

In return for more than 20,000 doctors and other health workers,
Venezuela provides subsidised oil and cash payments for the doctors,
which has helped to keep Cuba afloat and also sustain their massive
commitment to serving the health needs of the poor in the developing
world. Although the exact figures have never been made public the total
value to the Cuban economy, including the oil supplies and all medical
sales and services, is estimated at nearly $2bn.

Cuba's biotech industry has just launched CimaVaX EGF, a lung cancer
vaccine, and Germany, Malaysia, China and India have all signed joint
venture agreements for the marketing and use of Cuban cancer treatments.

In the future, Cuba potentially stands to earn billions from their
medical expertise.

"If we get access to the Western market, then this hi-tech sector could
become the locomotive of the entire Cuban economy," says Dr Rolando
Perez, a research director at Cuba's Centre of Molecular Immunology (CIM).

But with such vaccines taking many years to pass rigorous international
clinical trials, it is doubtful that Cuba can wait for this breakthrough.

In the ongoing debate engaging the nation, it is clear that the small
group of US- supported dissidents have no monopoly on criticising policy
failures and blunders by the state.

But in demanding political change, economic reform and more
participatory socialism, the body of critics attacking the bureaucracy,
seeks to enhance the socialist system, not to dismantle it.

The big question for Cuba in 2010 is can the clamour of ordinary Cubans,
intellectuals and, above all, the youth of the nation, effect such novel
changes?

Hernandez says: "Now the only way to rule Cuba is to allow power to the
people."

2010 se presenta complicado para los cubanos después de que el
presidente, Raúl Castro, haya dedicido reducir las importaciones y
recortar el gasto público para intentar sacar al país de la crisis,
mientras crece la impaciencia por el lento ritmo de las reformas económicas.
Los huracanes, la recesión global, las sanciones comerciales de EEUU y
la incapacidad de las finanzas para maniobrar pusieron fin a la
recuperación de la crisis de la década de los 90, detonada por la
implosión de la Unión Soviética.
Economistas locales coinciden en que habrá poco o ningún crecimiento
este año, por primera vez en más de una década, mientras Cuba batalla
con la falta de efectivo que obligó al Gobierno a suspender pagos y
congelar las cuentas bancarias de algunas empresas extranjeras que
operan en la isla.
Castro, en un intento por equilibrar una contabilidad llena de pérdidas,
ha reducido en un tercio las importaciones este año, alrededor de 5.000
millones de dólares (3.345 millones de euros), y recortó los
presupuestos locales y el consumo de energía.
La Habana depende de las importaciones. De hecho, trae desde el exterior
el 70 por ciento de los alimentos que consume, que distribuye a precios
subsidiados.
La austeridad era necesaria después de que el déficit comercial creció
un 65 por ciento y su cuenta corriente -que mide la entrada y salida de
divisas- pasó de un superávit de 500 millones de dólares (335 millones
de euros) en el 2007 a un déficit de cerca de 2.000 millones de dólares
(1.340 millones de euros) el pasado año.
El recorte del presupuesto impulsado por el Ejecutivo pondría otra vez
en números negros la cuenta corriente de este año y Castro tiene la
intención de mantenerla de igual forma en 2010.
Raúl, que reemplazó el año pasado a su hermano Fidel en la Presidencia,
ha dejado claro que uno de sus objetivos es eliminar el paternalismo del
modelo económico y social que heredó. «No nos engañemos más; si no hay
presión, si no existe la necesidad de trabajar para satisfacer mis
necesidades, y me lo están dando gratis por aquí o por allá, nos
quedaremos sin voz llamando al trabajo», indicó en un discurso en el
Parlamento cubano el año pasado.

SUBIR LOS SUELDOS. Castro, que fue durante casi medio siglo ministro de
Defensa, reemplazó en marzo a gran parte del Gabinete económico que
heredó y colocó a oficiales militares activos o retirados en puestos clave.
Implementó algunas reformas en la agricultura, estructuras salariales y
otras pocas áreas, pero los cambios han sido hasta ahora escasos y han
beneficiado solo a parte de los 11 millones de cubanos.
Muchos ciudadanos dicen que si el dirigente quiere eliminar cosas como
la libreta de racionamiento de alimentos o los almuerzos gratuitos en
los lugares de trabajo, debe permitirles aumentar sus ingresos, que
actualmente son de menos de 20 dólares (13,3 euros) mensuales.
En este contexto, han surgido rumores de que Castro tomaría medidas como
autorizar pequeños negocios y poner parte del sector minorista en manos
de cooperativas semiprivadas.
Recientes discusiones populares convocadas por el Partido Comunista
revelaron la creciente impaciencia frente a la incapacidad del Ejecutivo
de proponer alternativas y poner la casa en orden.
«Yo sé que la libreta tiene que desaparecer, pero hay que ver cómo se

criticaron el continuo control estatal sobre los suministros y la venta

«El campesino nunca ha querido que le regalen las cosas. Lo que pretende
es que le vendan lo que necesita para trabajar, para producir», aclaró
Evelio, un agricultor del centro de Cuba.

La Habana, 31 dic (EFECOM).- Cuba produjo este año unos cuatro millones
de toneladas de petróleo y gas, mientras da prioridad a la exploración
de nuevos yacimientos con el fin de sustituir los que ya declinan por su
larga explotación, informaron hoy medios oficiales.
Las 4 millones de toneladas de petróleo y gas natural producidos,
incluyen alrededor de tres millones de toneladas de petróleo crudo y un
millón de toneladas de gas equivalente, según explicó el jefe de
exploraciones de la empresa estatal Cupet, Rafael Tenreyro, en un
reportaje divulgado hoy por la televisión oficial.
El especialista señaló que este año la producción se ha mantenido al
mismo nivel aproximadamente del 2008, en el que alcanzó poco más de 4
millones de toneladas de petróleo y el gas acompañante.
Además indicó que hay campos de petróleo que llegan a su madurez y
disminuye su producción, por lo cual la exploración ocupa un "papel
preponderante" en la búsqueda de sustitutos.
El jefe de exploraciones de Cupet dijo que la exploración y evaluaciones
de nuevos pozos abarca desde la Zona Económica Exclusiva (ZEE), en aguas
del Golfo de México, y en tierra, a lo largo de la costa norte de la
isla, particularmente en el denominado "cinturón de crudos pesados",
entre las provincias occidentales de La Habana y Matanzas.

El Consejo de Sacerdotes Mayores de Ifá (CSMI, oficialista) auguró
"prosperidad en los negocios" que se emprendan, "siempre y cuando
tengamos la certeza de su legalidad", según la Letra del Año 2010 dada a
conocer este viernes en La Habana.

Las principales recomendaciones de los babalaos oficialistas fueron
"recuperar la ética perdida religiosamente y laboralmente", cuidar "los
problemas de la vista, el corazón, la hipertensión, los riñones, los
intestinos, los huesos, las vías digestivas" y "atender especialmente" a
los ancestros.

Según el CSMI, que pertene a la Asociación Cultural Yorubá de Cuba, las
deidades que gobernarán el año son Yemayá y Changó, y el signo será
Obesa, cuya profecía (Ire arikú lowo Orunmila) habla de "un bien de
salud, que lo proporciona Orunmila".

Los refranes del signo afirman que "árbol que nace torcido jamás su
cuerpo endereza" y que "cuando el padre de la familia muere, hay
desolación", entre otros.

La Letra del Año de la Asociación Cultural Yorubá es una de las dos que
se dan a conocer en la Isla. La otra, de la Comisión Organizadora (no
vinculada al gobierno), suele tener más aceptación entre creyentes y
medios de comunicación.

La producción de petróleo se mantuvo estable durante 2009, según el gobierno
Cuba produjo 3 millones de toneladas de petróleo en 2009 y 1 millón de
toneladas de gas natural, una cantidad similar a la de 2008, informaron
fuentes oficiales, reportó la agencia ANSA.
El año pasado la cifra fue superior a 4 millones de toneladas de
petróleo y gases naturales, un 1,3% más en comparación con 2007.
Un reporte del noticiero matutino de la televisión oficial citó este
jueves fuentes de la estatal CUPET, según las cuales la industria tiene
"buenas perspectivas" para los próximos años.
Un especialista dijo que, con la participación de firmas extranjeras, se
perforan nuevos pozos, principalmente en una franja de reservas de crudo
pesado en la costa occidental cubana, y se refirió a los programas de
exploración en las aguas cubanas en el Golfo de México.
"Desde 1991 se llevan a cabo tareas de exploración con compañías
extranjeras, con cuya contribución se han levantado más de 14 mil
kilómetros de líneas sísmicas. Se han delineado 59 bloques de
exploración en los que se han dividido los 112 kilómetros cuadrados del
sector en el Golfo de México correspondiente a Cuba", dijo un informe
gubernamental reciente.
